Diplomacy and business
Anand joined Thailand’s foreign service after university study in Britain. He served in postings that included the United Nations, Canada, the United States and West Germany, then became permanent secretary for foreign affairs.
After leaving the civil service, he moved into business leadership. The combination of diplomatic, administrative and corporate experience later made him an acceptable civilian choice for an interim government formed after the 1991 coup.
Two appointed governments
Anand’s first administration pursued economic liberalisation, administrative reform and greater transparency, but it originated in an unelected military takeover. An election ended the government in March 1992.
Mass protest and lethal repression during Black May forced another political transition. Anand returned as prime minister in June, dissolved parliament and supervised an election in September, reinforcing his reputation as a temporary steward rather than an electoral party leader.
Constitutional and international work
Anand later chaired the drafting body behind Thailand’s 1997 Constitution, often called the People’s Constitution for its participatory process and stronger oversight institutions. Many provisions were later displaced after subsequent coups.
The United Nations appointed him to lead its High-level Panel on Threats, Challenges and Change in 2003. Across these roles, his public argument centred on accountable institutions, independent scrutiny and the limits of power.
