Law, the Senate and a closed political order
Salvador Hidalgo Laurel was a son of President José P. Laurel and trained in law at the University of the Philippines and Yale. He built a reputation in legal aid before winning election to the Senate in 1967.
Martial law cut short his term in 1972. Like other former legislators, Laurel then had to decide whether opposition could still operate through constrained elections and legal organisations after the constitutional arena in which he began had been dismantled.
UNIDO and the search for one opposition ticket
Laurel and Eva Estrada Kalaw helped organise the United Nationalist Democratic Organization in 1980. The coalition contested Marcos-era parliamentary elections and became a vehicle for groups that agreed on ending authoritarian rule but differed in ideology, region and leadership.
When Marcos called a special presidential election for February 1986, Laurel initially sought the presidency. He ultimately agreed to run for vice president with Corazon Aquino, creating the unified ticket that carried the opposition’s strongest electoral challenge.
Vice president during democratic transition
The official Batasang Pambansa canvass declared Marcos and Arturo Tolentino the winners, while the opposition and independent observers rejected the count. A military breakaway and mass civilian mobilisation ended Marcos rule; Aquino and Laurel took office on 25 February 1986.
Laurel briefly served as prime minister and later as foreign secretary while remaining vice president until 1992. Political differences with Aquino exposed the difficulty of holding together an anti-dictatorship coalition once it became a government responsible for constitutional reconstruction.
