A party and cabinet career
Ismail Sabri was born in Temerloh in 1960, studied law at the University of Malaya and worked as a lawyer before moving through UMNO party administration. He entered Parliament for Bera in 2004 and soon began a long cabinet career.
Between 2008 and 2018 he held portfolios involving youth and sport, domestic trade, agriculture and rural development. The range of offices gave him a strong base in party organisation and in policies directed at households, small businesses and rural constituencies.
A public face of pandemic rules
Under Muhyiddin Yassin, Ismail Sabri served as senior minister for security and defence minister. His frequent televised briefings made him one of the most visible figures explaining movement restrictions, enforcement decisions and changes to standard operating procedures.
He became deputy prime minister in July 2021, when the government was under pressure from a severe COVID-19 wave and a weakening parliamentary majority. After Muhyiddin resigned, Ismail Sabri secured enough declared support to be appointed prime minister on 21 August.
Stability, reform and reopening
His Keluarga Malaysia theme presented social inclusion and national recovery through the language of a Malaysian family. In September 2021, the government and Pakatan Harapan signed a memorandum of understanding covering political stability and selected institutional reforms.
The administration continued vaccination and recovery programmes, reopened more sectors and lifted major border restrictions in 2022. These decisions marked a shift from emergency management towards living with COVID-19, even as cost-of-living and supply concerns remained prominent.
The 2022 election
Ismail Sabri dissolved Parliament in October 2022 after sustained pressure within UMNO for an early election. The vote produced a hung Parliament, and he served as caretaker prime minister until Anwar Ibrahim was sworn in on 24 November.
His tenure was short, but it occupied an important bridge between two phases: the emergency politics of the pandemic and a more explicitly coalition-based federal government. The cross-party memorandum also demonstrated how a fragile administration could trade cooperation for procedural reform.
