Semporna roots and a federal parliamentary base
Shafie Apdal was born in Semporna and built his public identity around Sabah’s east coast. He studied at Sabah College and Victoria Institution before completing qualifications in shipping management and economics in Britain.
After early work connected to Sabah’s public administration, Shafie entered electoral politics through USNO and then UMNO. He won the Semporna parliamentary seat in 1995 and retained it through changing national coalitions, making the constituency one of the most durable personal bases in Malaysian politics.
Cabinet minister and senior Sabah UMNO leader
Shafie served first as a parliamentary secretary and deputy minister before entering the cabinet. From 2004 he led domestic-trade, unity and rural-development portfolios, with the last of those roles giving him responsibility for major infrastructure and poverty programmes outside urban Malaysia.
He won an UMNO vice-presidency in 2009 and became one of the party’s highest-ranking Sabah leaders. His rise reflected Sabah UMNO’s importance to Barisan Nasional at a time when seats in East Malaysia increasingly helped preserve the coalition’s federal majority.
Breaking with UMNO and creating Warisan
Prime Minister Najib Razak removed Shafie from the cabinet in July 2015 after the Sabah leader publicly questioned the handling of the 1MDB controversy. UMNO suspended him the following year; he resigned and founded Parti Warisan Sabah in 2016.
Warisan was organised as a multiracial regional party rather than an ethnic component of a national coalition. Its Sabah-first platform combined state rights, infrastructure and economic claims with an attempt to appeal across Muslim Bumiputera, Kadazandusun-Murut and Chinese constituencies.
Chief minister after the contested 2018 transition
The 2018 state result initially produced equal 29-seat blocs for BN and the Warisan–PH side. Musa Aman was sworn in with STAR support, but defections changed the assembly balance and the governor appointed Shafie chief minister on 12 May. The official gazette records the constitutional appointment.
Shafie’s government included Warisan, PH and UPKO. It promoted a Sabah-centred programme while working with the new PH federal administration. That alignment lasted until the federal government changed in 2020 and defections again destabilised the state majority.
Warisan in opposition and the 2025 election
Shafie dissolved the assembly in 2020 and sought a new mandate, but GRS formed the next government. He remained president of Warisan, MP for Semporna and assembly member for Senallang, positioning the party as a regional alternative to both GRS and peninsula-led coalitions.
Warisan contested all 73 seats by itself in 2025. It won 25 seats and the statewide popular vote, while Shafie retained Senallang; GRS won 29 and formed government with partners. The result confirmed Warisan as a major state force but also showed the limits of a go-it-alone strategy in Sabah’s fragmented assembly.
