A planner who opened space for enterprise

Phan Văn Khải joined the revolutionary movement in the South and later studied economics in Moscow. After reunification, he worked in Ho Chi Minh City planning and government before chairing the national State Planning Committee and becoming first deputy prime minister.

As prime minister from 1997, Khải brought a technocratic style to the aftermath of the Asian financial crisis. The 1999 Enterprise Law sharply simplified company formation and became one of the most consequential legal steps in the growth of Vietnam’s domestic private sector.

Trade integration and a historic U.S. visit

Khải’s government continued administrative reform, negotiated trade commitments and prepared for World Trade Organization accession. Progress remained uneven: state-owned enterprise reform, corruption and the transparency of government decisions continued to draw criticism.

In June 2005, Khải became the first Vietnamese prime minister to visit the United States after the war. Meetings with President George W. Bush and American businesses signalled a maturing relationship and support for WTO entry. He left office in 2006, months before Vietnam completed accession.
