Music, broadcasting and local office
Vicente “Tito” Sotto III studied English at Colegio de San Juan de Letran and built a career in entertainment. He worked in music production, helped develop the Manila Sound group VST & Company, composed and arranged songs, co-hosted television programmes and competed for the national bowling team.
Sotto entered government as Quezon City vice mayor in 1988. The city-council role and his organisation of the Vice Mayors League gave him experience in local legislative procedure before he sought a national seat.
A long Senate apprenticeship
Sotto first won election to the Senate in 1992 and served three consecutive terms. After leading the Dangerous Drugs Board, he returned to the chamber in 2010 and became majority leader, managing the daily agenda and debates of the Senate.
He was elected Senate president on 21 May 2018 after Koko Pimentel nominated him as part of a leadership transition. Sotto remained in the role through the COVID-19 emergency and the conclusion of his term in June 2022.
A second presidency amid rapid coalition change
After an unsuccessful vice-presidential campaign in 2022, Sotto returned to the Senate in 2025. On 8 September a fifteen-member majority elected him to replace Chiz Escudero, making Sotto the first former president in decades to regain the office after a gap.
The second period lasted eight months. Alan Peter Cayetano replaced him after another vote on 11 May 2026, beginning a sequence of disputed and changing leadership that culminated in Sherwin Gatchalian’s formal election in June.
