Business training and Valenzuela government
Sherwin Ting “Win” Gatchalian studied finance and operations management at Boston University and worked in aviation, hospitality and holding-company roles before entering politics. He first represented Valenzuela’s first district in the House in 2001.
Gatchalian served as mayor from 2004 to 2013, when city-level education, infrastructure and administrative programmes became the foundation of his political brand. He returned to the House for one term before winning a national Senate seat in 2016.
Education and energy in the Senate
Gatchalian chaired committees on energy, economic affairs and education across his first two Senate terms. He was an early author of the free higher education proposal, which became a national law in 2017 and removed tuition in state universities and colleges for qualified students.
His committee work also addressed electricity markets, taxation, teacher support and school governance. These portfolios placed a former local executive inside some of the Senate’s most technically demanding policy debates.
From acting presider to formally elected president
A May 2026 vote made Alan Peter Cayetano Senate president, but the coalition soon deadlocked. On 3 June, a rival bloc elected Gatchalian president pro tempore and treated him as acting president after Chiz Escudero supplied the numbers needed to reorganise.
Because Cayetano rejected that move, the transition remained disputed until a special session on 17 June. With thirteen senators present and Cayetano having yielded, the chamber formally elected Gatchalian. He was the incumbent Senate president when this profile was reviewed on 9 September 2026.
