Taguig office and national opposition politics
Alan Peter Schramm Cayetano entered the Taguig municipal council in 1992 while completing political science and law degrees. The son of senator Rene Cayetano, he progressed to vice mayor and then represented Taguig–Pateros in the House from 1998 to 2007.
Cayetano won a Senate seat in 2007 and became known for accountability investigations and minority leadership. He ran for vice president with Rodrigo Duterte in 2016, finished third and left the chamber the following year to become foreign secretary.
Foreign affairs and leadership of the House
As foreign secretary, Cayetano defended the Duterte administration’s diplomatic repositioning and its response to criticism of the anti-drug campaign. He resigned in 2018 and returned to the House after winning Taguig–Pateros’s first district in 2019.
A coalition agreement made him House speaker in July 2019. A dispute over the planned transfer of the position ended with Lord Allan Velasco taking the speakership in October 2020, another example of legislative leadership depending on continuously maintained majority support.
A brief and contested Senate presidency
Cayetano returned to the Senate in 2022 and became minority leader after the September 2025 reorganisation. On 11 May 2026, senators declared all leadership posts vacant and elected him president in place of Tito Sotto.
The majority fragmented within weeks. On 3 June a rival bloc elected Sherwin Gatchalian president pro tempore and treated him as acting president, while Cayetano maintained that he remained the lawful leader. Cayetano eventually yielded, and thirteen senators formally elected Gatchalian on 17 June. The sequence is recorded here as disputed rather than reduced to an uncontested handover.
