Legal education and a Sorsogon political base
Francis Joseph Guevara Escudero, better known as Chiz, was born in Manila on 10 October 1969. He attended the University of the Philippines through his legal education and completed a master’s degree in international and comparative law at Georgetown University in 1996. His professional training preceded a political career built around both Sorsogon and national office.
In 1998, at twenty-eight, he entered the House of Representatives for Sorsogon’s first district, previously represented by his father. He served three consecutive terms through 2007. That district-level continuity matters: his later national visibility did not replace the provincial organisation on which his electoral career rested.

House opposition and work in the Senate
As House minority leader, Escudero became a prominent critic of President Gloria Macapagal Arroyo and participated in efforts to impeach her. He moved to the Senate in 2007, placing second in the nationwide senatorial vote. This changed the scale of his mandate from one congressional district to a national constituency.

The official congressional canvass credited Escudero with 4,931,962 votes, placing him fourth; Leni Robredo won the vice presidency.

Governor and Senate president, 2019–2025
After two consecutive Senate terms, Escudero served as governor of Sorsogon from 2019 to 2022. The governorship added provincial executive responsibility to a career centred on legislation. He returned to the Senate in 2022, rather than continuing in the provincial post.
Senators elected him Senate president on 20 May 2024 and reelected him at the opening of the 20th Congress on 28 July 2025. On 8 September, a new majority chose Vicente Sotto III.
