Law, Karen politics and a family history of independence

Mahn Win Khaing Than was born in Yone Thalin village in Hinthada Township in 1952. He is Karen and Christian and earned a law degree from Rangoon Arts and Science University in 1975. His grandfather Mahn Ba Khaing, a Karen cabinet minister, was assassinated with Aung San and other ministers on 19 July 1947. That family history connected him to both the independence movement and the unresolved question of ethnic inclusion in the union.

He worked in law and participated in the Union Karen League before joining the National League for Democracy in 2013. In the 2015 general election he won the Kayin State No. 8 seat in the Amyotha Hluttaw, the national parliament’s upper house. The NLD majority selected him as speaker, a role he held during the 2016–2021 parliamentary term.

From parliament to a parallel government

The military detained President Win Myint, State Counsellor Aung San Suu Kyi and other elected leaders on 1 February 2021. Lawmakers who had won seats in the 2020 election formed the Committee Representing Pyidaungsu Hluttaw. Mahn Win Khaing Than served as acting vice-president in the committee’s interim arrangement from 9 March until 16 April. On that date, opponents of the coup announced the National Unity Government and appointed him prime minister.

The NUG claims continuity from the 2020 electoral mandate and works under the Federal Democracy Charter rather than the military’s administration. It operates without control of the capital or the conventional state bureaucracy, while supporting a resistance movement that includes People’s Defence Forces and ethnic armed organisations. Mahn Win’s title must therefore be identified as NUG prime minister, not presented as an uncontested succession within the state institutions controlled from Nay Pyi Taw.

Cabinet leadership during civil war

As prime minister, Mahn Win Khaing Than has chaired cabinet meetings, addressed resource and administrative policy and called for coordination among revolutionary organisations. The NUG has created ministries, diplomatic representation and public services in areas where resistance organisations operate. Its practical authority is uneven, and its international recognition differs from formal recognition of a government, but it remains a central political organisation opposed to military rule.

His biography clarifies why Myanmar has had competing answers to the question “Who is prime minister?” since 2021. Min Aung Hlaing and later Nyo Saw used the title within the military administration, while Mahn Win continued to lead the NUG cabinet. When the military-backed constitutional government formed in April 2026, its official list contained a president and two vice-presidents but no prime minister. The NUG, by contrast, continued to name Mahn Win as prime minister.
