Law, education and Kachin civil society
Duwa Lashi La was born in Mung Ji village in northern Shan State in 1950. He worked as a teacher before studying at Rangoon University, where he completed a bachelor’s degree in 1974 and a law degree the following year. He then served as a prosecutor and law officer in Myitkyina and Lashio, gaining experience inside a legal system governed by the military-led socialist state.
After leaving government legal service in the 1990s, he worked in education, development and Kachin community organisations. He co-founded an intensive English and legal-studies school in 2001 and held leadership roles in development networks and the Kachin Literature and Culture organisation. In 2019 he became president of the Kachin National Consultative Council, a body formed to coordinate political positions among Kachin stakeholders.
Why the NUG appointed him acting president
The military detained President Win Myint, State Counsellor Aung San Suu Kyi and other elected leaders on 1 February 2021. Legislators elected in 2020 formed the Committee Representing Pyidaungsu Hluttaw and worked with ethnic and civil-society actors on the Federal Democracy Charter. On 16 April, the resulting National Unity Government appointed Duwa Lashi La vice-president and designated him to act for the detained president.
The appointment joined an experienced Kachin leader to a cabinet whose legitimacy claim rested on the 2020 election and an interim federal programme. It also addressed a recurring weakness in Bamar-dominated opposition politics by placing an ethnic leader in the highest active office. The NUG continued to list Win Myint as president, so Duwa Lashi La’s role is acting rather than a separately numbered presidency.
Parallel government and armed resistance
Peaceful protest met lethal repression, and new People’s Defence Forces emerged alongside established ethnic armed organisations. In an emergency address on 7 September 2021, Duwa Lashi La announced a people’s defensive war against the junta. The speech marked the NUG’s shift from civil disobedience and diplomatic advocacy toward formal political sponsorship of armed resistance.
He has since delivered state-of-the-union and commemorative addresses, met resistance personnel and advocated a federal democratic union. The NUG operates from dispersed and often undisclosed locations rather than controlling all central state institutions. It administers some services and coordinates forces in opposition-held areas, but its authority, territorial reach and relationships with ethnic organisations vary across the country.
What the title means—and what it does not
Duwa Lashi La is acting president of the National Unity Government, a parallel government created after the coup. The NUG and its supporters describe it as the legitimate government of Myanmar, and some parliaments and international actors have engaged its representatives. States and the United Nations have not uniformly recognised it as the country’s government, while military-backed authorities control the main central ministries and claim a competing constitutional succession.
The precise description therefore matters. Calling him simply “president of Myanmar” would erase the contested institutional setting; calling him only an activist would erase the organised government and electoral mandate he represents. His biography belongs beside Win Myint, Myint Swe and Min Aung Hlaing because Myanmar after 2021 has rival claims to authority, not one uncontested presidential line.
