Medicine and a base in Ranau
Joachim Gunsalam was born in Bundu Tuhan, Ranau, in 1958. He earned his medical degree at Universiti Kebangsaan Malaysia and received full registration from the Malaysian Medical Council in 1984.
He practised as a doctor in Sabah before and alongside his public career. Medicine gave him a professional identity independent of party politics and a continuing connection to the communities around Kota Kinabalu and the Ranau highlands.
Six elections in Kundasang
Joachim first won Kundasang for PBS in 2004. He retained the seat in 2008, 2013, 2018, 2020 and 2025, surviving changes in coalition label and increasingly crowded multi-candidate contests.
The constituency includes highland communities around Mount Kinabalu and Kundasang. Long incumbency gave Joachim an organisational base within PBS and eventually made him one of the party’s most senior elected representatives.
From assistant minister to deputy chief minister
Joachim entered the state executive as an assistant minister during the BN period. After PBS joined the alliance that formed the GRS government in 2020, he became a deputy chief minister and minister of industrial development.
A 2023 reshuffle moved him to local government and housing while he remained in the deputy-chief-minister tier. After the 2025 election he became Deputy Chief Minister I and minister of works and utilities, placing roads, water and public infrastructure under his portfolio.
Taking over Parti Bersatu Sabah
Maximus Ongkili stepped aside from active PBS leadership in 2024 for health reasons, and Joachim became acting president. The succession placed him at the head of a party founded by Joseph Pairin Kitingan and historically rooted in Kadazandusun-Murut politics.
Joachim was the sole nominee for president for the 2026–2029 term and formally took office at the party congress in September 2026. PBS remained a component of GRS, so the leadership transition also affected the coalition’s internal balance.
