Education, culture and women’s leadership

Helena Zoila Tirona Benitez was raised in a family that helped build the Philippine Women’s University. She studied education there, completed graduate work in the United States and became a university administrator as well as a civic organiser.

In 1957 she established the Bayanihan Philippine Dance Company. Its international tours turned performance into cultural diplomacy, while her work with the Girl Scouts and rural-reconstruction organisations placed education outside the classroom as well as within it.

Putting the environment into legislation

Benitez won election to the Senate in 1967 and served from 1968 until the chamber was closed after martial law. Her bills addressed education, youth and manpower development, housing, families and the built environment.

Her environmental record included laws requiring municipal forests and watersheds, protecting the Philippine eagle, establishing tamaraw sanctuaries and regulating the forestry profession. She also initiated a 1971 report on the condition of the national environment, treating biodiversity and land use as questions of government before the field had broad political visibility.

A public life beyond electoral office

Benitez chaired the United Nations Commission on the Status of Women and in 1975 became the first woman president of the UN Environment Programme’s Governing Council. These roles joined Philippine education and conservation to emerging global institutions for women’s rights and environmental governance.

She continued leading Philippine Women’s University and civic organisations for decades, dying in 2016 at 102. Her longevity should not obscure how early her interventions were: conservation, skills training and women’s institutional authority were already connected in her Senate work by the start of the 1970s.
