Bukidnon representation and a disputed election
Juan Miguel “Migz” Zubiri studied agribusiness at the University of the Philippines Los Baños and entered the House in 1998 as representative of Bukidnon’s third district. His early legislation included work on wildlife protection and biofuels.
Zubiri secured the final Senate place in the official 2007 count, but Koko Pimentel contested the result and alleged manipulation in Maguindanao. Zubiri denied wrongdoing and resigned in August 2011, saying the dispute had damaged the institution and his family.
A return built around Mindanao and coalition work
Zubiri returned to the Senate in 2016 and resumed the majority-leader role he had first held during his earlier term. As a Mindanao legislator, he became a principal sponsor of the Bangsamoro Organic Law enacted in 2018 after years of peace negotiations.
Majority leadership placed him at the centre of scheduling, floor negotiations and compromise. That experience helped him assemble the votes to become Senate president when the 19th Congress opened in July 2022.
From Senate president back to floor manager
Zubiri led the chamber until 20 May 2024, when he resigned after a majority shifted its support to Chiz Escudero. He described the change as connected to political pressure, while Escudero’s election demonstrated the Senate’s constitutional power to replace its officers.
Zubiri returned as majority leader under Tito Sotto in September 2025. In June 2026, he nominated Sherwin Gatchalian when thirteen senators formally resolved a leadership conflict that had divided the chamber.
