Education from rural Kiulu

Wilfred Madius Tangau was born in Kampung Lokos, Kiulu, in 1958. He has written about walking long distances to school and working while young before scholarships enabled him to continue his secondary and university education.

He graduated in forestry from Universiti Pertanian Malaysia in 1983 and later earned a master’s degree in development management from the Asian Institute of Management. His early career included silviculture research and nine years at Sabah’s Institute for Development Studies.

Development research and UPKO

After the 1994 collapse of the PBS government, Tangau helped leaders organise Parti Demokratik Sabah, which later adopted the UPKO name. He led a policy institute associated with the party and worked on questions of indigenous participation and economic development.

Tangau won Tuaran in 1999 and retained it in 2004. After one term outside Parliament, he returned in 2013 and later survived very close competition in 2022, extending a federal career across several changes in Sabah’s coalition system.

Party president and science minister

He took over UPKO leadership in an acting capacity in 2014 and became federal minister of science, technology and innovation the following year. The ministry placed a Sabah development researcher in charge of national science policy, research agencies and technology programmes.

Tangau eventually became UPKO’s full president. His leadership coincided with the end of BN’s long federal rule and forced the party to decide whether its future lay inside a national coalition or in more flexible Sabah-based alliances.

The 2018 realignment

After the 2018 election produced a deadlocked Sabah assembly, UPKO withdrew its support from BN and backed a government led by Shafie Apdal. Tangau became Deputy Chief Minister I and state minister of trade and industry in that administration.

UPKO later joined Pakatan Harapan, and Tangau handed the presidency to Ewon Benedick in 2023. The party left PH in 2025, won three seats in the Sabah election and subsequently entered GRS, illustrating how quickly the state’s alliance map can change.

A dual mandate after 2025

Tangau won Tamparuli in the 2025 state election while remaining MP for Tuaran, giving him representation at both legislative levels. He was then appointed chairman of the Palm Oil Industrial Cluster Sabah group, linking constituency politics with industrial policy.

His career matters because it joins personal educational mobility, technical policy and coalition strategy. It also shows how a regional party can move through national alignments while maintaining a leadership base in Kadazandusun communities around Tuaran.
