From journalism to the foreign service
Narciso Gallardo Reyes worked as a teacher, journalist and publisher before entering Philippine government service in 1948. His diplomatic assignments later included Burma, Indonesia and the United Kingdom, giving him experience across both Southeast Asia and Europe.
Reyes also represented the Philippines at the United Nations. He chaired the UN Commission for Social Development in 1968 and later became the only Filipino to date to chair the UNICEF Executive Board, serving from 1972 to 1974.
ASEAN and the Philippine rotation
Reyes became the fourth Secretary-General of the ASEAN Secretariat on 1 July 1980, succeeding Malaysia’s Ali bin Abdullah. His appointment brought a seasoned multilateral diplomat to an institution that was still establishing routine programmes, external dialogues and administrative procedures.
He transferred the office to Singapore’s Chan Kai Yau in July 1982. The formal handover recorded the continuity of ASEAN’s early system, in which member states supplied the secretary-general through rotation for short fixed terms.
Recording a life in diplomacy
Reyes remained active in foreign-policy circles after his ASEAN term and served as president of the Philippine Council for Foreign Relations. In 1995 he published Memories of Diplomacy: A Life in the Philippine Foreign Service.
His career places ASEAN within a wider diplomatic world: the same official could work on bilateral relations, United Nations social programmes and Southeast Asian regional cooperation across several decades.
