Malaysia’s turn in the early rotation
Ali bin Abdullah became the third Secretary-General of the ASEAN Secretariat on 10 July 1978. The appointment followed the original arrangement under which member states supplied the head of the new Jakarta-based institution through national rotation.
Published biographical detail about Ali is limited, but ASEAN’s official records document his term and work. Those records place him at ministerial, economic and external-dialogue meetings during a formative period for the association.
Building ASEAN’s external relationships
Ali attended the second ASEAN–United States Dialogue in Washington in August 1978. He also took part in the ASEAN–Australia Forum and the association’s regular ministerial meetings as regional programmes and partner relations expanded.
In January 1979 he signed the agreement defining privileges and immunities for the ASEAN Secretariat in Indonesia. That legal framework helped the young permanent body operate from its Jakarta headquarters.
Completing the Malaysian term
Ali served until 30 June 1980. The formal transfer to Narciso G. Reyes continued the short rotating terms that characterised the office before ASEAN lengthened and substantially strengthened it in later reforms.
His record illustrates a challenge in writing early institutional biography: the officeholder is visible in official proceedings even when personal archives and detailed public life histories remain scarce.
