A career centred on Southeast Asia
Rodolfo Severino served in Philippine missions in Washington and Beijing, as consul general in Houston and as ambassador to Malaysia. He later became undersecretary of foreign affairs and the Philippines’ ASEAN senior official.
That work placed him close to the creation of the ASEAN Regional Forum in 1994, which brought ASEAN members and major external powers into a continuing Asia-Pacific security dialogue.
ASEAN amid crisis and enlargement
Severino took office in January 1998 while Southeast Asia was experiencing a severe financial crisis. His term also covered the aftermath of major transboundary haze and the political work surrounding Cambodia’s entry into ASEAN in 1999, completing the association’s enlargement to ten states.
The secretary-general could coordinate, explain and support collective responses, but member governments retained decision-making authority. Severino became known for a calm, careful style suited to that consensus-based setting.
The ASEAN man as scholar and author
After leaving office, Severino taught, researched and wrote extensively about the organisation. His books examined ASEAN Community building, the ASEAN Regional Forum and the Philippines’ territorial questions.
At ISEAS – Yusof Ishak Institute he became the founding head of the ASEAN Studies Centre. The second phase of his career preserved institutional memory and made decades of practical diplomatic experience available to students and policymakers.
