A career built in education
Chan Kai Yau studied science and mathematics at the University of Malaya, completed teacher training and later earned a master’s degree in mathematical statistics from the University of Sydney. He began teaching in 1955 and moved into curriculum, inspection and administrative roles.
By 1975 he was Singapore’s director of education. His period in senior administration coincided with rapid expansion and restructuring in a school system expected to support a young multilingual state and an industrialising economy.
Singapore’s first ASEAN secretary-general
Chan succeeded Narciso G. Reyes on 18 July 1982. The formal transfer document included a detailed curriculum vitae, making his education career unusually well documented among ASEAN’s early officeholders.
His two-year term fell under the original Secretariat agreement, when the office rotated among member states and focused on administration and programme coordination. ASEAN’s agenda was nevertheless expanding through external dialogues and closer economic cooperation.
Business and civic service
After ASEAN, Chan became executive director of the Singapore Chinese Chamber of Commerce and Industry and later chaired the Singapore Red Cross Society. He was appointed a justice of the peace in 1989.
His career crossed education, regional cooperation, business representation and humanitarian service—four institutional settings joined by a consistent emphasis on public administration.
