A Malaysian diplomat close to ASEAN affairs
Ajit Singh served Malaysia in several diplomatic assignments, including as ambassador to Brazil. In August 1989 he became director-general of ASEAN–Malaysia, placing him at the centre of the national machinery that connected Kuala Lumpur to ASEAN’s meetings and Secretariat.
That experience coincided with negotiations over ASEAN’s post-Cold War direction, including deeper economic cooperation and a stronger permanent institution.
The first Secretary-General of ASEAN
Ajit took office on 1 January 1993 after the 1992 Singapore Summit and Manila protocol redesigned the job. The title changed from Secretary-General of the ASEAN Secretariat to Secretary-General of ASEAN, carrying ministerial status, a five-year tenure and broader responsibilities to initiate, advise, coordinate and implement programmes.
The Secretariat also shifted professional staffing from national nomination to open recruitment. Its professional complement rose from fourteen to twenty-four early in 1993, giving the strengthened office a larger institutional base.
Integration and enlargement
Ajit’s term coincided with implementation of the ASEAN Free Trade Area, the creation of the ASEAN Regional Forum and new dialogue links, including the emerging ASEAN–India relationship. These initiatives widened both ASEAN’s internal agenda and its external reach.
Vietnam joined in 1995, followed by Laos and Myanmar in 1997. Ajit therefore led the Secretariat as ASEAN moved from six to nine members, immediately before the Asian financial crisis tested that larger regional system.
