From journalism and law to public office

Born in Asingan, Narciso Ramos studied journalism before earning a law degree in 1924. He worked in the press, practised law in Pangasinan and Manila, and entered the legislature in 1934 as representative for Pangasinan’s fifth district.

The combination of public argument, legal training and parliamentary experience shaped a career that repeatedly crossed institutional boundaries. After the Second World War and the restoration of Philippine independence, he helped establish the new republic’s professional foreign service and its first embassy in Washington.

Building a diplomatic career for an independent republic

Ramos served in Buenos Aires, New Delhi and Taipei before becoming secretary of foreign affairs in 1965. Those postings placed him inside the early diplomacy of post-colonial Asia and gave him long experience managing relations across different political systems.

As secretary, he argued for regional cooperation while the Philippines navigated security ties with the United States and its disputes with neighbouring states. His role in ASEAN came from that practical search for a framework in which sovereign Southeast Asian governments could work through disagreement.

The Philippine voice at ASEAN’s founding

Ramos joined Adam Malik, Tun Abdul Razak, S. Rajaratnam and Thanat Khoman in Bangkok in August 1967. After difficult negotiations, the five signed the ASEAN Declaration, creating an association open to Southeast Asian states that shared its purposes and principles.

At the ceremony Ramos stressed the urgency of cooperation and the effort required to reach agreement. ASEAN later honoured all five signatories with its highest citation. His son Fidel V. Ramos would become Philippine president, but Narciso Ramos’s own regional legacy rests on helping turn diplomatic reconciliation into a lasting institution.
