Gilberto “Gibo” Teodoro Jr. studied management, law and international legal practice before representing Tarlac’s first district in the House from 1998 to 2007. His legislative work included financial and corporate regulation as the economy adjusted after the Asian financial crisis.
The House years joined professional legal training to constituency politics in a province long shaped by nationally prominent families. They also positioned Teodoro for an executive role requiring both congressional negotiation and administrative command.
Defence, disaster response and the 2010 campaign
President Gloria Macapagal Arroyo appointed Teodoro defence secretary in 2007. He also chaired the National Disaster Coordinating Council, placing him at the centre of military policy and emergency response before resigning in 2009 to run for president.
Although he became the administration coalition’s candidate, the unpopular outgoing government and a fragmented party system limited his campaign. COMELEC records 4,095,839 votes, behind Aquino, Estrada and Villar.

After years in private and corporate roles, Teodoro returned as defence secretary in 2023. The second appointment came in a markedly different environment shaped by military modernisation, cyber risk, alliance management and tensions in the West Philippine Sea.
