City politics, cabinet government and the first Senate term
Ernesto Madarang Maceda earned his law degree from Ateneo de Manila and entered the Manila City Council at twenty-three. President Ferdinand Marcos appointed him to a succession of cabinet responsibilities beginning in 1966, making him one of the administration’s youngest senior officials.
Maceda won a Senate seat in 1971. The legislature enacted his measure protecting buyers of real estate paid by instalment, but the term ended when martial law closed Congress and concentrated authority in the presidency.
A break with Marcos and return through democratic restoration
Maceda broke with Marcos over martial law and spent time in the United States, where he advised Benigno Aquino Jr. After Aquino’s 1983 assassination, he accompanied Corazon Aquino back to Manila and became active in the campaigns that challenged the regime.
The Aquino government appointed him natural resources minister before he won election to the restored Senate in 1987. His speeches and investigations earned him a reputation as an aggressive exposer of alleged wrongdoing across administrations.
Senate leadership and diplomacy
A change in the chamber majority made Maceda Senate president in October 1996. He held the post during the final Ramos years until Neptali Gonzales returned in January 1998, underscoring the coalition-based character of Senate leadership.
President Joseph Estrada later appointed him ambassador to the United States. Maceda remained a political commentator after diplomatic service and died in 2016, leaving one of the longest and most varied public careers of his generation.
