Religious education and party organisation
Abdul Hadi Awang was born in Marang, Terengganu, and received an Islamic education before studying in Medina and Cairo. After returning to Malaysia, he combined religious teaching with political organisation in PAS.
His rise coincided with the party’s early-1980s transition toward what PAS describes as ulama leadership. That movement gave religious scholars a more direct role in party strategy and distinguished PAS from UMNO’s model of Malay-Muslim nationalism.
Marang and the Terengganu government
Hadi first won the Marang parliamentary seat in 1982 and became one of PAS’s most recognisable national figures. His electoral record included defeats and returns, but his durable base in Terengganu made him central to the party’s east-coast strength.
The 1999 Reformasi election delivered Terengganu to PAS, and Hadi became Menteri Besar. His government pursued PAS’s Islamic policy programme amid disputes with the federal government over law, petroleum revenue and the constitutional division of powers. Barisan Nasional recaptured the state in 2004.
PAS president through changing alliances
Hadi became PAS president after Fadzil Noor’s death in 2002. During his leadership, PAS worked in several different opposition arrangements: Barisan Alternatif, Pakatan Rakyat and later Gagasan Sejahtera. Each partnership tested how the party balanced its Islamic objectives with cooperation across ideological lines.
Pakatan Rakyat dissolved in 2015 after deep disagreements between PAS and DAP. PAS later cooperated with UMNO through Muafakat Nasional before joining Bersatu in Perikatan Nasional. These shifts reflected both strategic opportunity and recurring disputes over leadership, policy and party autonomy.
From federal government to the 2022 result
PAS entered the federal government after the political realignment of February 2020. Hadi served as a special envoy while party representatives held cabinet posts under Muhyiddin Yassin and Ismail Sabri Yaakob.
In the 2022 general election, PAS won more seats than any other individual party. Perikatan Nasional did not form the government, but the result made Hadi’s party the largest single parliamentary bloc and confirmed its growing reach beyond its traditional Kelantan and Terengganu strongholds.
A long and contested leadership
Hadi’s supporters regard his long presidency as continuity in an Islamic political movement. Opponents dispute PAS’s policy programme and some of his political statements. His significance lies in PAS’s transformation under his leadership: from an opposition party centred in a few northern and east-coast states to a major national coalition partner and, after 2022, the largest party in the Dewan Rakyat.
