From law and transport policy to Congress
Alvarez studied political science and law before entering public service. He represented Davao del Norte from 1998 until joining the Arroyo cabinet as secretary of transportation and communications in 2001.
After years outside the House, he returned in 2016 as a close political ally of incoming President Rodrigo Duterte. The new governing coalition elected him speaker on the first day of the Seventeenth Congress.
Federalism as a central legislative project
Alvarez argued that a federal structure would distribute political and economic authority beyond Manila. The House explored constitutional revision, but the proposal did not secure the wider support needed to replace the 1987 system.
His speakership also illustrated strong alignment between the House majority and the Duterte administration. That relationship gave the chamber legislative momentum while making its internal leadership sensitive to changes in the presidential coalition.
A sudden replacement in 2018
On 23 July 2018, representatives declared the speakership vacant and elected former president Gloria Macapagal Arroyo. The vote unfolded around Duterte’s State of the Nation Address and abruptly ended Alvarez’s two-year tenure.
He remained a representative until 2025. The transition is now a standard example of the constitutional rule in practice: a speaker serves only while retaining majority support inside the House.
