Davao politics becomes a national model
Rodrigo Duterte worked as a prosecutor before entering Davao City government after the fall of Ferdinand Marcos. Across seven terms as mayor, he built a reputation for direct administration, coarse anti-elite rhetoric and an uncompromising approach to crime.
That local image powered his 2016 presidential campaign. Duterte became the first president from Mindanao and disrupted the country’s established party system, relying on personal popularity, local alliances and a promise of rapid, visible change.
The drug war and an unresolved international case
Duterte made the anti-drug campaign the defining policy of his presidency. Thousands of people were killed in police operations and related violence. Supporters credited the campaign with confronting crime; Philippine and international human-rights bodies documented alleged unlawful killings and failures of accountability.
The International Criminal Court alleges that Duterte bears criminal responsibility for the crime against humanity of murder in connection with killings from 2011 to 2019. He was transferred to ICC custody in March 2025. The court’s official case page lists the matter as pre-trial: the allegations have not been tested at trial and no finding of guilt has been made.
