A professor becomes a revolutionary organiser

Nur Misuari came from Sulu, studied political science at the University of the Philippines and joined its faculty. During the late 1960s and early 1970s, violence, dispossession and distrust of Manila intensified Moro political mobilisation.

As founding chair of the Moro National Liberation Front, Misuari helped transform that mobilisation into an armed and diplomatic campaign. The MNLF sought self-determination while the government defended the territorial and constitutional unity of the republic.

From the Tripoli framework to the 1996 settlement

The 1976 Tripoli Agreement created a framework for autonomy but left fundamental disagreements over territory, institutions and implementation. A final settlement required new negotiations after the restoration of constitutional government and repeated international mediation.

On 2 September 1996, Misuari signed the Final Peace Agreement with the government of Fidel V. Ramos. It provided for integration of eligible MNLF members, transitional development structures and a route toward expanded regional autonomy.

Regional office and the limits of implementation

Misuari became governor of the Autonomous Region in Muslim Mindanao, placing a former insurgent leader inside the state he had fought. Limited capacity, factional divisions and unmet expectations showed that an agreement could stop one phase of conflict without settling governance or development.

His later relationship with the state was deeply contested, yet the government continued to maintain implementation mechanisms with the MNLF. His biography therefore belongs to neither a simple peace-success story nor a simple conflict narrative; it is a record of how difficult political settlement remains after signatures are placed on an agreement.
