Four decades through local and national office
Dy began in youth and barangay politics in Cauayan and then served as vice-mayor and mayor. He entered the House in 2001 and represented Isabela’s third district for three terms.
He returned to provincial government as governor from 2010 to 2019 and vice-governor from 2019 to 2025. The sequence gave him experience with municipal administration, provincial disaster response and national legislation before he reached the speakership.
A leadership change during an accountability crisis
Martin Romualdez resigned on 17 September 2025 as an independent commission prepared to examine disputed flood-control projects. Dy, newly elected from Isabela’s sixth district and then a deputy speaker, received 253 votes to replace him.
In his acceptance remarks, Dy tied the transition to the experience of flood victims and promised House cooperation with the infrastructure investigation. Twenty-eight minority and independent members abstained and four did not vote.
