From local office to the national legislature
Perez was born in the area that later became Basista, Pangasinan, and trained as a lawyer at the University of the Philippines. After municipal service in San Carlos, he entered the House in 1928 and developed a durable provincial base.
The Pacific War interrupted ordinary legislative government. Perez returned to the restored Congress after liberation and joined the Liberal Party that brought Manuel Roxas to the presidency in 1946.
The first speaker after independence
House members elected Perez speaker on 25 May 1946. Independence followed on 4 July, making him the first presiding officer of the lower chamber in the sovereign republic rather than under American rule.
His tenure covered reconstruction, the Huk rebellion, economic dependence on the United States and the early institutional choices of the new state. Holding the chair for more than seven years required sustained management of the Liberal majority.
Opposition after the 1953 realignment
Ramon Magsaysay’s victory transformed congressional control. Perez yielded the speakership to Jose Laurel Jr. but remained in the House as a leading Liberal and opposition figure.
He died in 1957 while still a representative and party president. The city of Urdaneta later named its legislative building after him, while his place in national history rests on organising the chamber at independence.
