A Bruneian career in public administration
Roderick Yong Yin Fatt joined Brunei’s civil service in 1953 and served in education before moving into foreign affairs. He studied East Asian affairs and accumulated more than three decades of administrative experience before his regional appointment.
Brunei became fully independent in January 1984 and joined ASEAN days later. Yong entered the foreign ministry that August, working on the new member state’s participation in the association.
Brunei’s first leader of the Secretariat
Yong succeeded Thailand’s Phan Wannamethee on 16 July 1986. He was the first Bruneian secretary-general and the first officeholder to begin a three-year term after ASEAN extended the original two-year cycle.
His term coincided with broader sectoral cooperation in areas such as energy, trade and external economic relations. The Secretariat’s role remained coordinating and administrative, operating through mandates agreed by member governments.
A milestone for a new ASEAN member
When Yong completed his term in July 1989, Brunei’s official newsletter recorded ASEAN ministers’ appreciation for his contribution. Roesli Noor of Indonesia succeeded him under the continuing national rotation.
The appointment showed how quickly Brunei moved from new membership to institutional responsibility. It also placed the small state inside ASEAN’s shared administrative leadership only two years after independence.
