Creating a foreign ministry at independence
Before 1984, Britain remained responsible for Brunei’s external affairs. Full independence therefore required a new ministry, diplomatic service and network of bilateral relationships. Prince Mohamed Bolkiah became the first minister of foreign affairs on 1 January 1984.
The opening year was unusually dense: Brunei joined ASEAN within a week of independence, entered the Organisation of Islamic Cooperation and was admitted to the United Nations in September.
A small-state diplomatic strategy
Over the next three decades, Mohamed represented Brunei at ASEAN, United Nations, OIC and Non-Aligned Movement meetings while the ministry opened relations across Asia and beyond. His speeches emphasised sovereignty, international law and multilateral cooperation.
He left the portfolio in October 2015. His unusually long tenure supplied continuity during the period when Brunei moved from protected state to an established diplomatic actor.
