A senior Thai diplomatic career
Phan Wannamethee spent his professional life in Thai diplomacy, serving as director-general of the Political Department, deputy permanent secretary and permanent secretary at the Ministry of Foreign Affairs. Ambassadorial appointments in Germany and the United Kingdom added bilateral experience to his policy work in Bangkok.
These roles prepared him for an ASEAN Secretariat whose agenda was expanding beyond political consultation into economic, energy, cultural and social cooperation with a growing number of external partners.
ASEAN during a longer-term transition
Phan became the sixth Secretary-General of the ASEAN Secretariat on 16 July 1984. He represented the Secretariat in dialogues with the United States and Japan and acted as depositary for regional agreements during his term.
He completed the handover to Brunei’s Roderick Yong in July 1986. Yong’s appointment began the three-year terms introduced after ASEAN decided to extend the office beyond its original two-year cycle.
Foreign-policy research and humanitarian service
After ASEAN, Phan became the first director of the International Studies Center, established within Thailand’s foreign-affairs training and research system. The centre was designed as a ministry think tank on bilateral, multilateral and strategic issues.
He later served for many years as secretary-general of the Thai Red Cross Society. The role extended his public work from state and regional diplomacy into health, disaster relief and international humanitarian law.
