Building institutions with oil revenue

Omar Ali Saifuddien III became sultan as Brunei emerged from wartime destruction and petroleum income made a larger public programme possible. The first five-year development plan funded roads, schools, health services and government buildings.

The transformation was political as well as physical. Negotiations with Britain produced the 1959 Constitution, which ended the British Resident system, created the office of chief minister and gave Brunei internal self-government while Britain retained responsibility for external affairs and defence.

Abdication and the road to independence

His reign also faced the Brunei People’s Party, the 1962 revolt and difficult negotiations over the proposed Federation of Malaysia. Brunei ultimately remained outside the federation, but the decision reflected several disputes over political authority, finance, oil and constitutional terms.

He abdicated in 1967 but continued to advise his son and took the defence portfolio when Brunei became fully independent in 1984. His state-building record explains the title by which he is widely remembered: Architect of Modern Brunei.
