A government formed under invasion

Lobato left the Portuguese administration to help organise ASDT and FRETILIN in 1974. When FRETILIN proclaimed independence on 28 November 1975, Francisco Xavier do Amaral became president and Lobato became prime minister.

Indonesia launched its full invasion nine days later. The government dispersed into the interior, where formal office, guerrilla command and emergency administration became inseparable.

Resistance, loss and national memory

As the occupation tightened, Lobato took command of FALINTIL and later became president of FRETILIN and of the proclaimed republic. The resistance suffered encirclement, hunger, forced movement and repeated military assaults; Lobato was killed on 31 December 1978.

Timor-Leste later named its main airport, presidential palace and highest military order after him. Those commemorations reflect his status in national memory, while the CAVR record places his leadership inside a wider history of war, internal coercion and mass civilian suffering.
