From the Siliwangi Division to diplomacy
Hartono Rekso Dharsono joined Indonesia’s army during the independence revolution and rose through the Siliwangi Division, eventually commanding it in West Java. His career made him part of the military generation that moved into senior state responsibilities after independence.
In 1969 he became Indonesia’s ambassador to Thailand. The posting placed him inside the regional reconciliation that followed Konfrontasi and the early years of ASEAN, which Indonesia and four neighbouring states had founded in 1967.
Starting ASEAN’s permanent Secretariat
ASEAN’s first summit in Bali in February 1976 agreed to establish a permanent Secretariat in Jakarta and nominated Darsono as its first secretary-general. The new office was intended to give administrative continuity to an association that had previously relied on national secretariats and ministerial meetings.
Darsono’s term therefore belongs to ASEAN’s institution-building phase. The office was smaller and more administrative than the Charter-era secretary-generalship, but it created a permanent centre for coordinating regional programmes and meetings.
An independent political voice
After his ASEAN service, Darsono became known as a critic of concentrated political power under President Suharto. His later opposition, detention and imprisonment made his public life extend well beyond the diplomatic office for which ASEAN remembers him.
His biography joins three strands of twentieth-century Indonesian history: the independence-era army, New Order politics and the creation of Southeast Asia’s principal regional institution.
