Scientific training before cabinet office
Dzulkefly Ahmad was born on 1 January 1956 in Rembau, Negeri Sembilan. He studied at the University of Birmingham and the University of Surrey before completing a doctorate in medical sciences, specialising in toxicology, at Imperial College’s St. Mary’s Hospital Medical School in 1993. His academic background was in the study of harmful substances and their effects, rather than a career built solely within a party organisation.
Before entering government, he taught at Universiti Sains Malaysia, including its medical-sciences settings in Penang and Kelantan. That research and teaching experience became an important part of his public profile. A toxicology doctorate should not, however, be confused with evidence of a primary medical qualification or a particular clinical specialism.
Kuala Selangor and the route to the Health Ministry
His parliamentary career was not an uninterrupted run of victories. He won Kuala Selangor for PAS in 2008, lost the seat in 2013 and returned in 2018 as an Amanah representative within Pakatan Harapan. The constituency’s history therefore spans changes in both electoral fortunes and party affiliation.
Dzulkefly became health minister on 21 May 2018 in Mahathir Mohamad’s administration. His first period in charge ended on 24 February 2020, as the government collapsed. It included the opening phase of Malaysia’s response to COVID-19, but not the whole subsequent pandemic: the later waves and movement restrictions occurred under different ministerial leadership.
Tobacco control across two appointments
A smoking ban at food premises was a prominent initiative of his first ministry. When Anwar Ibrahim brought him back on 12 December 2023, he returned to a portfolio with continuing tobacco and vaping concerns. This second appointment followed an interval of more than three years; it was not a continuation of the same cabinet term.
A gazetted notice signed by Dzulkefly on 26 September 2024 appointed 1 October as the commencement date of the Control of Smoking Products for Public Health Act 2024, or Act 852. The law regulates smoking products, including marketing and sales. Announcing a smoke-free ambition for 2040 in 2025 was a policy objective, not a declaration that smoking or vaping had already disappeared.
Reform, services and the limits of a ministerial promise
In September 2026, Dzulkefly described modernising the health system and improving patient services as priorities to be pursued within the fifteenth parliamentary term. The announcement connected the reform agenda to the remaining parliamentary timetable. It records the minister’s intended direction at that point, rather than establishing that a nationwide transformation had already been completed.
His record can consequently be read through several different kinds of evidence: parliamentary representation, dated cabinet appointments, an enacted regulatory framework and stated reform goals. The first three establish offices and decisions. Whether reform improves access and service delivery requires later outcome evidence; it cannot be established merely by repeating a minister’s announced target.
