A diplomatic career at the United Nations
Alounkeo Kittikhoun joined Laos’s foreign service in 1977. From 1980 to 1990 he worked at the country’s United Nations mission, advancing from second secretary to counsellor. He then served in the Foreign Ministry’s international-organisations department before becoming permanent representative to the UN in 1993.
In September 1996 he was elected chairman of the General Assembly’s Fourth Committee, responsible for special political and decolonisation questions. His experience also included a vice-presidency during the Assembly’s fiftieth session. These assignments placed him in the procedural and negotiating work of multilateral diplomacy, beyond the public presentation of national foreign-policy positions.

Government coordination and relations with Japan
After his UN service, Kittikhoun worked as an assistant to Thongloun Sisoulith from 2007 to 2011, then as vice minister for foreign affairs from 2011 to 2016. KPL’s later career account describes coordination of bilateral visits and Japan-related cooperation, work linking the ministry with other Lao institutions.
During Laos’s 2016 ASEAN chairmanship he led its senior-officials process and helped prepare leaders’ statements. He also served as minister to the Prime Minister’s Office from 2016 to 2020. Japan subsequently recognised his diplomatic contributions; the Order of the Rising Sun, Gold and Silver Star was presented in Vientiane on 22 December 2023.

The 2024 Myanmar mandate and its constraints
When Laos chaired ASEAN in 2024, Kittikhoun became the chair’s special envoy on Myanmar. ASEAN’s January record connected his work to the Five-Point Consensus adopted in 2021, including engagement and humanitarian assistance. It was a regional diplomatic mandate, distinct from his earlier national ministerial responsibilities and from the United Nations’ separate envoy position.
The assignment faced serious limitations. Reporting on his initial January visit, the Associated Press noted that seven ethnic organisations attending consultations were not then fighting the military, raising questions about the meetings’ reach. This did not establish that the wider conflict parties had entered an inclusive settlement process, or that the military’s acceptance of a regional plan had translated into implementation.
Humanitarian engagement rather than a declared peace outcome
His work continued through regional consultations and further visits. ASEAN Secretary-General Kao Kim Hourn accompanied him to Myanmar on 14–17 May 2024. The ASEAN account framed the visit around engagement with relevant stakeholders and humanitarian assistance, while separately describing the secretary-general’s meetings with international agencies and humanitarian organisations.
On 25 June, Kittikhoun met Thailand’s permanent secretary for foreign affairs, Eksiri Pintaruchi, in Bangkok. Thailand reaffirmed support for ASEAN’s role and Laos’s effort to implement the consensus. Such records document diplomatic coordination, not a ceasefire, inclusive agreement or resolution of the crisis. His envoy service is therefore presented as a dated 2024 assignment, without assuming that it continued through later ASEAN chairmanships.
