Technical education, policy study and writing

Steven Sim Chee Keong is a Malaysian politician from Bukit Mertajam, Penang. His ministry records his birth date as 13 May 1982. He studied computer science at Universiti Malaya and later completed postgraduate study in sustainable development management at Sunway University’s Jeffrey Sachs Center in 2020.

His writing includes The Audacity to Think, Being Malaysia, the Malay poetry collection Dalam Salju Ada Bunga and Hang Tuah: Adiwira Bangsa. His background therefore includes technical training and literary interests as well as public policy. Official university and ministry accounts disagree on his earlier graduation year, so no year is assigned to that qualification here.

Constituency service and Penang policy work

Before Parliament, Sim worked as Penang Institute’s senior executive officer and as executive secretary of the Network of Social Democracy in Asia. He became a Seberang Perai municipal councillor in January 2011. In March 2012, the institute announced his selection as a World Economic Forum Young Global Leader.

In a 2013 interview, he described volunteering with Chong Eng’s service centre, initially helping with information technology, before joining DAP in 2007. That firsthand account links the beginnings of his political involvement to practical constituency work. It is a personal account of his route into the party, not an independent assessment of his later performance.

Parliament and successive federal appointments

Sim first won Bukit Mertajam in 2013 and continues to represent the constituency in the Dewan Rakyat. He served as deputy youth and sports minister from July 2018 to February 2020. He returned to federal government as deputy finance minister II in December 2022.

In December 2023, he became human resources minister, serving until December 2025. His current portfolio is Entrepreneur and Cooperatives Development, not Human Resources. Parliament’s profile and the current ministry biography agree on that position. The separate periods matter when attributing particular announcements, labour responsibilities or business-support initiatives to his record.

Party leadership and the entrepreneurship agenda

Sim was elected Penang DAP chairman on 22 September 2024 for the 2024–2027 term, succeeding Chow Kon Yeow. DAP’s current national roster also lists him as a deputy secretary-general. Those internal party offices are distinct from the Cabinet and parliamentary roles he holds through different processes.

A ministry statement dated 7 April 2026 documents his discussion with commercial banks and a ten-point proposal for smaller-business support. It covered working capital, more practical lending assessments, faster processing and appropriate repayment flexibility. These are documented proposals and areas of cooperation; they do not establish that every suggested measure had already been implemented.
