Kelantan origins and legal training
Nga Kor Ming was born on 11 November 1972 in Kota Bharu, Kelantan, and grew up in Ayer Tawar and Sitiawan. His formative years therefore connect more than one Malaysian state. Universiti Malaya identifies him as a law graduate of 1997, establishing the professional training that preceded his later ministerial work.
A conference biography issued for a national gathering on local-government law records his admission as an advocate and solicitor on 17 March 1997. That legal background is particularly relevant to a career involving state administration, parliamentary procedure and the responsibilities of local authorities, although a qualification alone is not an evaluation of policy performance.
Perak representation and a federal career
Nga’s elected career included representing Pantai Remis in Perak before his election as Taiping MP in 2008. He also entered Perak’s state executive administration that year, with responsibilities including local government, housing and transport. His record thus combines state-level administration with participation in the federal legislature.
In 2018, he won Teluk Intan at federal level and Aulong at state level. In 2022, he again won Teluk Intan while moving to Kepayang for the Perak assembly. Parliament’s current profile and the state legislature’s constituency map confirm those separate present seats; Aulong should not continue to be labelled his current state constituency.
A parliamentary presiding office
Nga became a deputy speaker of the Dewan Rakyat in 2018. The office involves presiding over parliamentary proceedings and is distinct from membership of the Cabinet. Holding an elected parliamentary seat, serving in a presiding office and administering a ministry are different responsibilities even when one politician has performed all three.
Parliament records that his resignation as deputy speaker took effect on 13 July 2020, with Azalina Othman Said replacing him. The institutional announcement establishes the office and transition. It does not, by itself, establish wider allegations or personal motives, so those are not inferred from the procedural record.
Housing, local government and party responsibilities
Nga entered Cabinet in December 2022 as Minister of Local Government Development. A Cabinet decision on 13 December 2023 restored the ministry’s Housing and Local Government name. Its official statement lists functions spanning affordable housing, urban planning, landscapes, fire and rescue, waste management, community empowerment and community credit.
Parliament now identifies him as Housing and Local Government Minister and Teluk Intan MP. Separately, DAP named him national deputy chairman in March 2025 for its 2025–2028 leadership term. That is an internal party responsibility, not another constitutional or ministerial office. Keeping those titles separate makes his public record easier to follow.
