Why this life matters

His career connects internet distribution and direct sourcing with the continuing importance of credible prices, customer rights, corporate governance and the distinction between a founder and a legal entity.

Timeline

Key moments

  1. Belarus and migration

Born in Bobruisk; arrives in Melbourne with his family in 1989.

  2. Business-systems qualification

Completes the Monash degree identified in the university’s alumni record.

Starts online electronics retailing; Shafer later joins full-time.

  5. Misleading-promotion findings

The court rules against Kogan Australia and later orders a civil penalty.

  6. Unsubscribe enforcement

Kogan Australia pays an ACMA infringement notice and gives enforceable commitments.

  7. Pricing scrutiny and public advocacy

ABC reports further pricing concerns and the company’s denial; Kogan separately discusses migration policy.

Migration and technical education preceded the retailer

The public Companies House record gives Kogan’s birth month as November 1982. In an interview transcript he identifies Bobruisk in Belarus as his birthplace and describes growing up in Melbourne’s Elsternwick public housing. ABC independently dates his family’s arrival in Australia to 1989. Accounts differ on his age at migration; the year is more useful than forcing an exact age.

Monash identifies him as a Bachelor of Business Systems alumnus from 2004. His later corporate biography records work in technology at Bosch and GE and consulting at Accenture. This background helps explain an interest in using information and supply chains commercially, but does not make the retail company a university invention.

Direct sourcing was the starting model, not the whole later business

Kogan.com began in 2006 with consumer-electronics products sourced from international manufacturers and sold online. The prospectus describes an initial range of two LCD televisions. The model sought to reduce layers between factory and buyer rather than build a conventional shop network.

The subsequent range changed: third-party international brands arrived in 2011, with domestic brands and general merchandise added later. Distinguishing own-label sourcing from resale of established brands matters. A business identified with cheaper televisions could develop different supply relationships without every product being designed or manufactured by the founder.

Growth involved a partner, new services and public shareholders

David Shafer became a business partner and joined full-time in 2010. The prospectus also records expansion into travel and mobile services in 2015. Those developments depended on other people and counterparties; the founder’s personal reputation is not a complete account of how each service operated.

ABC reported the proposed flotation in June 2016, including intended investment in products and categories. The annual report records the completed listing on 7 July. It also records the acquisition and relaunch of Dick Smith’s online assets. That was not the purchase of the failed retailer as an unchanged operating group, and announced forecasts should not be substituted for actual post-listing results.

Price claims brought repeated regulatory attention

Kogan Technologies gave court-enforceable advertising undertakings in 2009 after the ACCC questioned savings comparisons. A separate 2016 infringement-notice payment concerned a Father’s Day promotion. The regulator expressly notes that paying such a notice is not an admission of a contravention.

The TAXTIME case reached a different stage: in July 2020 the Federal Court found Kogan Australia’s promotion misleading, and that December ordered an A$350,000 civil penalty. The company had raised affected prices before advertising a ten-per-cent reduction. These were findings and orders against the named corporation, not a personal criminal conviction of Ruslan Kogan or a finding that every product on the site was mispriced.

Digital marketing created obligations beyond attracting customers

In 2021 ACMA reported that consumers could not easily unsubscribe from more than 42 million marketing emails. Some had to create a password and log into an account. Kogan Australia paid an A$310,800 infringement notice and provided court-enforceable commitments. This was a separate spam-law matter, not another penalty in the TAXTIME case.

ABC’s July 2026 investigation raised further concerns about prices on the Exclusive Brands website and their use as comparisons. Kogan denied wrongdoing and defended its approach. Former ACCC chair Rod Sims called for investigation while warning against reaching a conclusion beforehand. That reporting is not presented here as a new court finding or proof of personal misconduct.

The public entrepreneur also makes contested policy arguments

In August 2026 Kogan told ABC that migration policy should serve the country rather than simply business demand for workers. He argued for selection by skills and for cultural assimilation. These are his expressed positions, not neutral economic findings or a policy programme endorsed by this biography.

His story therefore involves more than the efficiency claims of an online retailer. University training, a commercial partnership, public-market accountability, customer protections and political speech all belong in the record. Neither a company’s scale nor a founder’s personal origin story resolves the assessment of its conduct.
