Chemistry and a route to Singapore

Born in Malaysia in 1961, Lum was raised by an adoptive grandmother in difficult circumstances. The Singapore Women’s Hall of Fame recounts that she moved to Singapore as a teenager and supported her education through paid work. NUS records her science degree in 1985 and chemistry honours degree in 1986.

Her first professional work was at Glaxo Pharmaceutical. In 1989 she left to establish Hydrochem, initially a small water-treatment business. This joined a technical education to an industrial problem: customers needed processes and equipment for treating water, rather than chemistry knowledge alone.

Building a treatment business

Hydrochem developed into Hyflux. The company listed on SESDAQ in 2001 and moved to the mainboard in 2003. Its projects and contracts extended from wastewater treatment in China to desalination and recycled-water work in Singapore. Lum’s role combined business direction with support for research and development.

A historical NUS award citation describes ultrafine membrane filters among the company’s technologies and credits her R&D leadership. Product development formed one part of a business that also had to deliver treatment systems and operating projects to industrial and public-sector customers. Her public career included service as a Nominated Member of Parliament from 2002 to 2004.

The Tuaspring reversal

The later Tuaspring project combined desalination with a power business. In its 17 April 2019 filing, Hyflux reported receipt of a notice terminating the water purchase agreement after a 30-day notice period and PUB’s election to purchase the desalination plant. This was a contract process involving a subsidiary, rather than an acquisition of the entire Hyflux group.

PUB’s subsequent annual report records taking ownership and operation of the water plant on 18 May 2019 and beginning membrane replacement. The sequence shows the distance between securing infrastructure projects and sustaining them through operation and financing. The water takeover cannot be treated as proof that all of Hyflux’s creditors or security holders were repaid.

Disclosure proceedings and a dated snapshot

Police announced additional director-diligence charges against Lum on 5 May 2023, alongside earlier disclosure and accounting-related charges. Those are allegations, rather than findings of guilt. CNA’s latest located court report, published 21 October 2026, said the judge had called for the defence after the prosecution closed its case.

CNA and The Business Times reported that two Securities and Futures Act charges were proceeding in that trial and four Companies Act charges had been stood down. Standing down charges is different from dismissing them or acquitting an accused person. This biography uses the 21 October procedural snapshot; it does not turn that stage into a verdict or infer an uninterrupted status through 29 October.
