An accountancy foundation
Chua was born in 1957. The Singapore Women’s Hall of Fame records her education at Raffles Girls’ School and Raffles Institution, followed by a first-class accountancy degree at the University of Singapore in 1979. Her professional path began with a grounding in finance rather than the founding of a telecommunications startup.
She joined Singtel as Treasurer in June 1989 and became Chief Financial Officer in April 1999. Treasury, capital management and financial oversight were significant preparation for a group whose business extended beyond one domestic network.
From finance to group leadership
In February 2006 Chua took the combined roles of Group CFO and CEO, International. She became Deputy Group CEO in October and Group CEO on 1 April 2007. Singtel’s 2020 annual-report biography separately dates her directorship to 12 October 2006.
Her responsibilities consequently broadened from financial functions to the direction of regional businesses. Singtel’s later succession release credits her participation in its regionalisation, digital transformation and enterprise development. These were collective company programmes and investments, involving operating subsidiaries, associates and management teams, rather than businesses she personally founded.
Digital businesses and service obligations
The company’s 2020 account highlights a digital-transformation programme from 2012, including the core telecommunications business, cybersecurity, enterprise services and NCS. Chua’s career therefore crossed a period when communications groups sought revenue and capabilities beyond conventional voice services.
The same organisation also had to keep essential services working. Following the 2013 Bukit Panjang exchange fire, Singtel’s 6 May 2014 statement accepted IDA’s findings and the financial penalty. It described planned improvements in fire protection, fibre-path diversity and industry coordination. This was a corporate response during her leadership, not a finding that she personally caused the fire or that every promised improvement was already complete.
A succession with a specific effective date
On 1 October 2020 the board announced that Chua would retire as Group CEO on 1 January 2021, with Yuen Kuan Moon succeeding her. The release said she would assist the transition as Senior Advisor to the Chairman. The announcement date, effective succession date and proposed advisory role are separate facts.
Her long tenure joined accounting expertise with strategic and organisational work. It also illustrates why a chief executive’s account should include operations and succession alongside expansion. The cited historical profiles do not establish an uninterrupted advisory appointment or a return to the CEO role in 2026.
