A career inside the Malaysian Indian Congress

M. Saravanan built his career in the Malaysian Indian Congress, the party that joined UMNO and MCA in the pre-independence Alliance. By the time he entered Parliament, MIC was confronting changing urban voting patterns and stronger competition for Indian Malaysian support.

His rise through party organisation led to the deputy presidency. MIC retained him in that post in 2024, placing him alongside president S. A. Vigneswaran in the leadership of one of Malaysia’s oldest political parties.

Four elections in Tapah

Saravanan first won Tapah in Perak at the 2008 general election. He retained the seat in 2013, 2018 and 2022, an important record because MIC’s representation contracted sharply over the same period.

Tapah gave him a durable constituency base and a continuous place in the Dewan Rakyat. It also made his political significance different from a party leader without a federal seat: his standing rests on both internal office and repeated electoral survival.

Deputy minister and human resources minister

Before 2018, Saravanan served as a deputy minister, including in the youth and sports portfolio. He returned to executive office after the 2020 parliamentary realignment and became human resources minister under Muhyiddin Yassin.

He remained in that ministry under Ismail Sabri Yaakob until the 2022 election. The portfolio covered employment law, skills, industrial relations and migrant labour during the pandemic, when workplace restrictions and labour shortages placed unusual pressure on policy administration.

MIC after Barisan Nasional’s defeat

MIC’s post-2018 challenge resembles MCA’s but has its own constituency history. The party retains its legal identity, branches and BN membership, yet it no longer holds the breadth of parliamentary representation it possessed during the dominant-coalition era.

Saravanan has therefore operated as both an opposition figure and a government minister without changing his core party affiliation. That sequence reflects Malaysia’s fluid coalition alignments after GE14 rather than a simple alternation between two fixed blocs.
