Banking education and public administration

Pany Yathotou was born on 18 February 1951 in Xiangkhouang Province. She completed a bachelor’s degree in business and banking in Hanoi. Her education in Vietnam preceded a career in financial administration, providing the professional foundation for her later responsibilities in the Lao legislature and senior state leadership.

The Lao News Agency’s career record places her entry into public service in May 1976. Her early work included banking budgets, technical training, currency administration and investment. She subsequently held deputy-governor and governor responsibilities at the Bank of the Lao PDR before moving into parliamentary work.

From ethnic affairs to Assembly president

Yathotou served in the fourth National Assembly during 1998–2002, joining its Standing Committee and chairing the committee responsible for ethnic affairs. This brought a former financial administrator into an institution dealing with representation, legislation and oversight. She became a vice chair of the Assembly in 2002.

Her responsibilities expanded further during 2006–2010, when she combined the Assembly vice chairmanship with membership of the Lao People’s Revolutionary Party Politburo. In December 2010 she became president of the National Assembly and chair of its Standing Committee, beginning a parliamentary leadership tenure that continued until March 2021.

Parliamentary diplomacy and recognition

Assembly leadership also involved representing Laos internationally. In July 2017, Yathotou led a senior delegation to Vietnam for a visit connected with the two countries’ diplomatic anniversary and friendship treaty. The delegation included parliamentary committee leaders, illustrating the institutional relationships maintained alongside meetings between individual national leaders.

On 19 March 2019 she met Japanese prime minister Shinzo Abe at his office in Tokyo in her capacity as Assembly president. Japan later included her in its autumn 2022 honours list, awarding the Grand Cordon of the Order of the Rising Sun for strengthening bilateral relations and promoting friendship.

Vice presidency and the 2026 transition

On 22 March 2021 the newly convened ninth National Assembly elected Yathotou and Bounthong Chitmany as vice presidents of Laos. Thongloun Sisoulith became president, while Saysomphone Phomvihane took over the Assembly presidency. Her move therefore transferred her from parliamentary leadership to a separate office within the state executive.

That vice-presidential service belongs to the 2021–2026 leadership term. At the opening sitting of the tenth National Assembly on 23 March 2026, lawmakers elected Viengthong Siphandone as vice president. Yathotou’s biography consequently spans successive banking, legislative and state responsibilities, with her former offices distinguished from the leadership selected for the new term.
