Thakhek origins and professional training
Oudet Souvannavong was born in Thakhek, Laos, on 4 February 1957. His curriculum vitae in the Mekong Institute’s 2024 council papers records a diploma of education in mathematics and physics from the École Supérieure de Pédagogie de Vientiane, an institution subsequently incorporated into the National University of Laos.
He also completed a postgraduate certificate in agricultural and forest-industry management at the Swedish University of Agricultural Sciences. These are the qualifications identified by the institutional record; neither is recast as a bachelor’s or master’s degree. Beginning in 1981, his career included planning and management in a state-owned forestry enterprise, followed by development consultancy and later private business.

A business career across several sectors
The council biography dates his business activity from 2000. Its 2024 list of owner or partner affiliations includes Société Commerciale Lao in trade and distribution, Muhibbah Engineering Laos, Y-Interchange Laos in logistics, Le Charme Vientiane Hotel, Fuji Japanese Restaurants Laos and Villa Opera Italian Restaurant. The list describes a portfolio at the time of that record, not a guarantee of unchanged ownership in every subsequent year.
A 2015 World Chambers Congress profile also describes hospitality and development work, including Best Western-related hotel activity. Taken together, the profiles show experience across trading, services and hospitality rather than one narrowly specialised enterprise. They do not establish a personal fortune, and they are not evidence of a leadership role at Lao Brewery.
National chamber leadership and SME services
Oudet joined the Lao National Chamber of Commerce and Industry board in 2000. The 2015 profile records his executive vice-presidency for international relations from 2005 and chairmanship of its Employers Activity Bureau from 2012. He became LNCCI president in 2016; the chamber’s current board page continues to identify him in that role.
Business representation has included practical support outside the capital. LNCCI’s account of a Savannakhet SME service centre identifies him as a signatory to the cooperation agreement. Its services cover business planning, access to finance, productivity, standards and ASEAN market opportunities. The centre is an institutional programme, not a company he personally owns or proof that every participating business obtained financing.
Rotating ASEAN roles and Mekong cooperation
His LNCCI presidency should be distinguished from chairmanship of the ASEAN Business Advisory Council. The Mekong Institute papers document ASEAN-BAC chairmanships in 2004 and 2016, while ASEAN’s own 2024 meeting account confirms another term that year. These are separately dated regional responsibilities, not one continuous ASEAN-wide chairmanship.
Mekong Institute records document a further council appointment from 5 August 2024 to 4 August 2027. Its December 2024 minutes connect regional cooperation with SME empowerment, digitalisation, food security and sustainable development. These discussions place business needs within a wider cross-border agenda while leaving implementation and outcomes to the participating organisations and governments.
