From Dundee to cardiothoracic surgery
Mohd Isham Jaafar qualified in medicine at the University of Dundee in 1995. Brunei’s July 2025 practitioner register independently records the MBChB, while his World Economic Forum biography describes subsequent basic surgical training in Britain and a year teaching anatomy at Glasgow.
That biography places Edinburgh surgical-college membership in 2000, completion of cardiothoracic training at Malaysia’s National Heart Institute in 2005, and a Papworth Hospital fellowship in 2007. The sequence reflects a specialist career built across several institutions rather than one uninterrupted training programme in Brunei.
Hospital management and the health ministry
He began consultant cardiothoracic work at Gleneagles JPMC in 2005 and joined the Jerudong Park Medical Centre board in November 2009, according to his WEF biography. These responsibilities brought clinical practice into contact with hospital governance before his move into national administration.
Isham was appointed health minister on 1 December 2017. He retained the portfolio in the cabinet reshuffle effective 7 June 2022. JPMC’s organisational chart, checked in October 2026, also identifies him as its Chairman and Executive Director, connecting a continuing hospital role with ministerial responsibility.
BruHealth and the shift towards prevention
In July 2025 Isham and technology entrepreneur Gong Yingying coauthored an account of BruHealth’s development. They described an application that moved beyond pandemic tracking into access to health records, appointments, digital queues, consultations and preventive screening.
Their article also acknowledged obstacles involving digital literacy, language and older users. It is evidence of how the minister and a technology partner presented the programme, not an independent assessment of its effectiveness. The collaboration does not support describing Isham as the application’s sole inventor.

Continuing office and ageing policy in 2026
The Sultan’s appointment announcement of 4 June 2026 retained Isham as health minister. In August, JPMC recorded him opening the inaugural Borneo neurorehabilitation workshop, bringing specialist rehabilitation and workforce development into his public programme.
On 30 September he attended a strategic workshop for Brunei’s national ten-year roadmap for successful ageing. The Health Ministry and Centre for Strategic and Policy Studies were developing the roadmap through discussion and further consultation. It remained a planning process, not proof that its proposed reforms had already been delivered.
