A career built through changing roles
Louise Phelan grew up around Rathdowney and attended school in Mountrath. In a 2019 interview, she described moving into Mars Ireland and taking evening economics and law study. She joined Woodchester in 1990 and spent sixteen years there and at its successor, GE, in a variety of roles.
Her account makes repeated moves within an organisation part of her professional education, rather than presenting leadership as a single promotion.

Operations and commercial responsibility at PayPal
Phelan joined PayPal from GE Money in 2006. A September 2016 appointment report announced her responsibility for Western, Central and Eastern Europe, Ireland, the Middle East and Africa, with a focus on customers and revenue. It separately named Maeve Dorman as the new head of EMEA global operations, taking over many of Phelan’s recent responsibilities.
Her 2019 interview also recalled the 2012 announcement of 1,000 PayPal jobs in Dundalk. This is a dated account of an announcement, not a separately verified count of subsequent hires.
A move into energy
After leaving PayPal in 2019, Phelan was announced as Group Deputy CEO of Phelan Energy Group, the solar-power business established by her brother Paschal.
In December 2022, the Irish Independent reported that she had stepped down as the energy group’s director and chief executive, citing company filings.
The entry announcement and later departure report document a further business stage. Neither should be used as a present-tense claim that she still holds that office.
Board service and a management perspective
Ryanair’s 2018 filing dates her directorship to December 2012 and records a Voxpro board association from January 2016.
The airline’s 2025 filing records her retirement from its board in June 2024.
In her 2019 interview, Phelan emphasised coaching and the development of colleagues, while describing the travel demands of her previous work.
Her career brings the less visible work of operations, teams and regional responsibility into a business history often organised around founders.
