Medical training, then a second professional qualification
Loo Choon Yong was born in Malaysia on 27 February 1949. He graduated from the University of Singapore in 1973 with a Bachelor of Medicine and Bachelor of Surgery. His subsequent career combined medical practice with responsibility for developing a healthcare organisation, rather than beginning in a conventional investment or property business.
He also pursued legal qualifications: a University of London law degree in 1979 and admission to the Bar at Middle Temple in 1984. These are distinct stages of his education. They do not mean that he abandoned medicine to become the founder of a law firm. His later public work would also bring him into discussions about how healthcare services should be organised.

From two clinics to a listed healthcare group
Loo co-founded Raffles Medical Group in 1976, when it operated two clinics in central Singapore. Its development involved building an organisation beyond one doctor’s consulting room. The company’s heritage account describes an institutional group-practice model, bringing different physicians and services into a coordinated structure rather than treating each as an entirely separate practice.
The group listed on the Singapore Exchange in April 1997. Its 2016 annual report dates Loo’s executive-chairman appointment to that listing year, not to the original 1976 founding. By the Health Ministry’s July 2001 anniversary speech, the business had expanded into hospital and specialist services as well as clinics. The company’s beginnings, exchange listing and hospital era are therefore different milestones.
Parliament, economic policy and diplomacy
His public appointments extended beyond the business. MFA’s 2015 biography records service as a Nominated Member of Parliament from January 2005 to May 2006 and again from January 2007 to June 2009. These were two nominated terms, not a constituency election or a single uninterrupted term spanning the intervening months.
He also served on the Economic Review Committee and chaired its Healthcare Services Working Group. Diplomatic work followed another timeline: he represented Singapore as non-resident Ambassador to Italy from 2006 to 2015, before his appointment as non-resident Ambassador to Poland in August 2015. Those duties were separate from running a listed healthcare provider, even when they took place during the same years.

A private provider within a wider healthcare system
Raffles Medical’s growth also placed it in debates about the relationship between private enterprise and public healthcare. In a 2011 anniversary speech, Deputy Prime Minister Tharman Shanmugaratnam emphasised that private providers shared responsibility for training doctors and caring for subsidised patients. The speech presented integration as a continuing policy challenge, not a guarantee that commercial expansion alone would solve it.
A later Health Ministry speech documented the Emergency Care Collaboration launched in June 2015, under which Raffles Hospital received eligible emergency patients brought by civil-defence ambulances. That dated example shows an institutional connection between sectors without turning historical programme details into present-day treatment or eligibility advice. The company’s board page checked for this biography continues to identify Loo as executive chairman and a non-independent director.
