Parliament, productivity and ageing
Lim first entered Parliament for Kebun Baru in 1980 and joined NTUC in 1981. His parliamentary work later included service as deputy speaker in 1989–1991. He entered government as Senior Minister of State for Trade and Industry in 1991 and became Second Minister in 1993, alongside other responsibilities.
The prime minister’s 2011 valedictory letter links his service with productivity, constituency work and the needs of older Singaporeans. His later ministerial responsibilities included ageing issues and the Wellness Programme. Retirement from politics in 2011 ended this phase of elected and governmental service, but did not end his involvement in enterprises and boards.
Trade unions and social enterprises
NTUC’s 2026 retrospective dates his service as Secretary-General precisely from October 1993 to December 2006. The organisation’s account emphasises tripartite cooperation among workers, employers and government. This model connects bargaining and employment concerns with national economic policy; it is not the same function as a corporate chairmanship.
Social enterprises formed another strand of that work, including institutions addressing childcare, eldercare and the cost of everyday necessities. Lim became founding chairman of NTUC Enterprise in 2012. Its commercial organisations and social purposes created stewardship responsibilities different from representing union members directly. Their institutional resources and assets must not be presented as his personal wealth.
Temasek, accountability and two 2025 departures
Lim joined Temasek’s board on 1 June 2012 and became its fourth chairman on 1 August 2013. He left the board on 9 October 2025, when Teo Chee Hean succeeded him. He separately retired from NTUC Enterprise on 30 October 2025, with Tan Hee Teck taking over the following day. Neither chairmanship remains a current office.
NTUC Enterprise’s retirement announcement also addresses his responsibility for pursuing the proposed Allianz–Income transaction, which the government blocked and Allianz withdrew in 2024. It acknowledges communication shortcomings and describes a legal review. That is the organisation’s account, not an independent judicial judgment or proof that the transaction determined his retirement. The episode is part of assessing stewardship, not a basis for inventing a personal legal outcome.
