From economics to national shipping

Goh Chok Tong studied economics at the University of Singapore and development economics at Williams College. After early service in government, he joined Neptune Orient Lines and became managing director, building a reputation as an administrator before entering Parliament in 1976.

A different style of leadership

Goh succeeded Lee Kuan Yew in 1990. His government used public consultation and the language of a more open, gracious society while preserving the institutions and economic strategy inherited from the founding generation. His term included rapid globalisation, the Asian financial crisis and the SARS outbreak.

Succession as policy

He transferred the premiership to Lee Hsien Loong in 2004, stayed in cabinet until 2011 and remained a member of parliament until 2020. The orderly transition at both ends of his premiership made leadership renewal one of the defining themes of his public career.
